There's hope - you have more options than you may think for Prom (woohoo!). Consider this:
You can have a gown custom made, just for you (so couture!). Find gorgeous material at a fabric store that you love, then talk to a seamstress in your area about your vision. HINT: It helps to have pictures from a magazine to show her. And you'll definitely want to shop around - every dress maker will charge something different for their services. Also, some major department stores, such as Nordstrom, offer complimentary tailoring. Check every store you shop in to see if they offer this type of service.
You can also wear an off the rack long dress with a fishtail hem. There will be extra fabric in the back to form the fishtail, so even if the front doesn't completely cover your shoe, the fishtail hem will give the illusion of length and no one will know that the front was actually supposed to be longer - it'll just look like that's the style of your dress. You can also choose an asymmetrical or handkerchief hem (like the Speechless Handkerchief-Hem Halter Dress $108, left) to help give the illusion of length.
Another option is find a happy middle and shop for a tea length dress that hits at your calves (so chic, so Audrey Hepburn!). It should have a full skirt and cinch at the waist. HINT: This type of dress is especially pretty in a strapless style!
Try to avoid ball gown silhouettes (unless you are having the dress custom made or are able to find a tailor who can alter the dress for you to make it longer) as these styles are meant to "float" just to the floor, with no shoe visibility.
